Meet our District Board Members and Staff
The Soil and Water Conservation District Board Members are elected by registered voters in the county and serve without compensation. Board member terms are for a period of four years. The board meets on the first Thursday of each month at 7:00 p.m. at the Chrysler Professional Building, located at 4233 Bardstown Road, Suite 100-A, Louisville, Ky. All meetings are open to the public.  

 John H. Colliver, Chair

A district board member since July 1988. John is owner of the JHC Insurance agency. John's interest is to help landowners find opportunities to maintain the family farms in Kentucky.   

Ward G. Wilson, Vice-Chair

A district board member since January 1997. Ward is a professional engineer employed by the environmental consulting firm of Tetra Tech, Inc.  Ward brings an interest in watershed management to the board.

William H. Quick, Secretary-Treasurer

Harold has served on the district board since October 1980. He is retired from a company that specializes in setting up trade shows and exhibits and still works occasionally for the company. His interest on the board is to increase the visibility of the district and expand outreach programs.

Almerine Stout, Jr., Member

A district board member since August 1988. Junior produces corn, wheat, soybeans and tobacco on farms in the eastern part of the county. His interest is to insure that the conservation district and agricultural agencies provide needed assistance to local farmers. 

Walter W. Wilson, Member

A district board member since January 1993. Walter  is a retiree from General Electric. His interest is in the regulatory operations of state and local government. 

Bryan Thompson, Member

Bryan was appointed  to the board in May 2002. He is a naturalist at the Blackacre State Nature Preserve and is employed by the Jefferson County Board of Education. Bryan is interested in environmental education and strengthening the district's program in this area. 

Raymond L. Adams, Sr., Member

Ray joined the Board of Supervisors in January 2003. He was formerly a Field Representative for the Ky. Division of Conservation prior to becoming a district supervisor. His interest is in environmental education and community outreach.

Cheryl L. Bersaglia, Program Coordinator

Cheryl has been employed by the conservation district since January 2001. She promotes the district's programs through education and public outreach. Cheryl's major responsibility is to develop and implement environmental education programs for youth and adults.   

Joy S. Edwards, Administrative Secretary

Joy has been an employee of the conservation district since April 1982. Her responsibilities are to oversee the fiscal and administrative operations of the district office.  

Kurt D. Mason, District Conservationist

Kurt is employed by the USDA Natural Resources Conservation Service. He has been in the Louisville Field Office since November 1980. He is responsible for managing the operations of the NRCS office which provides technical assistance to the district.

Kelly E. Shouse, Field Representative 

Kelly serves as an advisor to the board giving consultation on legislative and fiscal matters. She is responsible for providing assistance to ten soil and water conservation districts in the north central area of Kentucky. Kelly is employed by the Kentucky Division of Conservation.
